Checking the status of a firewall front-end app is not sufficient. What matters is what packet-filtering rules you have set up in your kernel.
These can come from many sources.

How can I configure ufw to allow tftp to work through it, preferably
limiting access to IPs only on the local network?

Any help given will be much appreciated.

Maybe you need to add tcp too.

Thanks as ever for the help. I realised Samba wasn't working either, so
I just opened up to the local LAN, and that fixed both problems.
