• GDM greeter

Back when Ubuntu default was Unity, the greeter was lightdm and you
could have a redirected list of user logins and disable the guest login.
Now with the gdm greeter, you don't have the guest login, but the "Not
on list" button to add user from the greeter login circumvents a static
list of users. How do you disable that function?

Yes, you can disable the list, but that is not what I want to do. This
is for public access systems at the library and want a unchangeable list
of acceptable logins. I cannot seem to find the solution, for when I
switch for Unity to the default desktop.

I do not have an answer to your question, but what's wrong with using
    lightdm instead of gdm?
