I want to complete remove any app that does this recording.  But I don't
    know what app that is.

    Morning Dave old house!

Open Telephone App - "Hamburger Menu" - Settings - Look for  a setting
like "Call Recording" or something similar, tap on it and deactivate it.

(Suchen Sie nach einer Option wie "Anrufaufzeichnung" oder "Aufnahmeeinstellungen" und deaktivieren Sie die automatische Aufnahme)

The only items in Settings/Record Call are

    Show notification after recording [on/off]

Recorded calls (which expands to a list)
    Storage location

Delete recordings older than 1 month

And a paragraph explaining that anyone joining *during* a call being
recorded will *not* be notified about the recording, so *you* must
    notify them verbally.

    Nothing about deactivating recording.

it's a Samsung phone, and I wound up having to call Samsung.

They told me that there is currently no way to remove it.

But they said that they have had so many complaints about it, that the
option to remove it WILL BE included ...

... the next time the OS is upgraded ...

which, of course, they do not have an announced date for.
